To receive declarations of any Disclosable Pecuniary Interests or other registrable or non-registrable interests from Members in respect of any item to be considered at the meeting.

To confirm the Minutes of the Meeting of the Council held on 11 February 2025 and the Minutes of the Extraordinary Meeting of the Council held on 18 March 2025.

To receive such communications or deal with such business as the Mayor may decide to lay before the Council.

To receive statements from the Chairs of the Council’s Policy Committees, briefing Members on current events and issues relating to the relevant Committee’s area of work.

To agree to adopt a Public Space Protection Order (PSPO), for the Borough and confirm the amount of fixed penalty for breaches.

The following report proposes a number of constitutional updates that flow from discussions held at the Council’s recent Standards and Constitution Committee, held on 16 April 2025. The recommendations considered by Committee originated from the Constitutional Member Working Group, recommendations from the Chair of this Committee and recommendations from the Council’s Monitoring Officer.

Further to the decision taken at an Extraordinary meeting of Full Council on 18 March 2025, this report seeks to present the options available to this Council further to the invitation by the Minister for Local Government and English Devolution to submit a full proposal by 9 May 2025.

Following the recent changes to political groups on the Council, the Full Council is requested to note the allocation of seats on Committees and Advisory Panels and approve the appointments to Committees and Advisory Panels.

To report to the Council decision taken by one of the Directors and / or Chief Executive on the grounds of urgency, in compliance with the requirements of the Constitution

This report sets out notices of motions ruled in order.

This report asks the Council to approve the Strategic Priorities for the council for 2025 – 2027 and associated proposals to fund these priorities.

The Council is asked to consider whether it wishes to pass a resolution to exclude the Press and Public from the meeting in accordance with Section 100A (4) of the Local Government Act 1972 on the grounds that the business involves the likely disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A to the Act (as amended) and that pursuant to paragraph 10 of Part 2 of the said Schedule 12A the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
