The Committee is requested to consider the outcome of the public consultation and based on this, and the evidence presented, whether or not to recommend to Full Council the adoption of a new Public Spaces Protection Order for the Borough of Epsom & Ewell.

Following consideration, the Committee unanimously resolved to:

(1)          Having considered the contents of the report, recommend to Full Council that the Head of Housing and Community be nominated and authorised to take all necessary steps to adopt the PSPO as it appears in appendix 7 of the report, in consultation with the Chair of the Crime and Disorder Committee.

(2)          Recommend to Full Council to confirm the amount of fixed penalty for this and for any future public space protection order breaches at £100, discounted to £80 if paid within 10 days.

 

 

Minutes:

The Committee received a report requesting consideration of the outcome of the public consultation and whether or not to recommend to Full Council the adoption of a new Public Spaces Protection Order for the Borough of Epsom & Ewell.

The Committee considered the following matters:

a)            Public Response. The Committee considered that the proposed PSPO was well supported by the public, with 92% of people in support of the extension of the PSPO for a further 3 years, and 83% of people in favour of the PSPO boundary being made borough-wide.

b)            Representation from Seldom Heard Groups. In response to comments from a Member, the Chair stated that groups such as students and faith groups had been reached out to for responses to the consultation. The Public Protection Manager explained that ‘Buddy Up’, a charity organisation who provide support for young people, had submitted a response to the consultation and provided their views on the proposed PSPO in respect of the young people of the Borough.

c)            Confirmation of PSPO Boundary. In response to a query from a Member, the Chair confirmed that the boundary of the proposed PSPO would be borough-wide.

Following consideration, the Committee unanimously resolved to:
