The Minutes of the previous meeting of the Nonsuch Park Joint Management Committee held on 22 June 2020 were agreed as a true record and the Committee authorised the Chair to sign them.

This report advises the Nonsuch Park Joint Management Committee of the mid-year financial position for 2020/21 and the forecast outturn.

The Committee received a report advising the Nonsuch Park Joint Management Committee of the mid-year financial position for 2020/21 and the forecast outturn.

The Committee noted a verbal introduction from the Chief Accountant.

The following points were raised by Councillors:

a)            Income from fitness groups: Members noted that a number of fitness groups are still operating at Nonsuch Park, and that these in operation are still paying. Officers noted that they hope for this number to increase over the next few months dependant on Covid-19 restrictions. Rangers will be appointed to conduct rounds of the Park and hand out leaflets detailing the registration process to those groups who are yet to do so.

b)           Effects of Covid-19: Members noted the possible effects of Covid-19 with regards to the income and expenditure of the Nonsuch Park Joint Management Committee. It was noted that there was little change in terms of the Committee’s expenditure, as the maintenance of the grounds and Mansion house has had to continue.  The main area of expenditure increase was the additional cleaning of the public toilets and ensuring that they are Covid-secure. The main impact of higher income loss was from the Town and Country Show not going ahead.

Following consideration, it was resolved with 5 Members voting for and the Chair not voting that the Committee:

(1)      Noted the mid-year financial position.

Minutes:

The Committee received a report setting out the Committee’s work programme and also provides an update on decisions which have already been taken.

The Committee received a verbal introduction from the Chief Legal Officer.

The following points were raised by Councillors:

a)            Beddington Park Trial: It was noted that the number of cars travelling to Beddington Park has increased, and that the lack of marked bays is in need of addressing. Officers noted that the surface of the car park requires attention before bays can be marked, and therefore charges can be enforced to users. The Officer agreed to bring a report setting out the available options to the next Committee, including paid car-parking, a car-park extension and a Beddington Trial-style model.  

Following consideration, it was resolved that the Committee:

(1)      Noted the report and agreed to provide any comments as may be necessary on the action tracker.

The Committee is asked to consider whether it wishes to pass a resolution to exclude the Press and Public from the meeting in accordance with Section 100A (4) of the Local Government Act 1972 on the grounds that the business involves the likely disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A to the Act (as amended) and that pursuant to paragraph 10 of Part 2 of the said Schedule 12A the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

Minutes:

Under Section 100(A)(4) of the Local Government Act 1972, the Committee passed a resolution to exclude the public from the meeting for Part Two of the Agenda on the grounds that the business involved the likely disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A to the Act (as amended) and that pursuant to paragraph 10 of Part 2 of the said Schedule 12A the public interest in maintaining the exemption outweighed the public interest in disclosing the information.

Property Update

This report has not been published because the meeting is likely to be closed to the press and public in view of the nature of the business to be transacted/nature of the proceedings.  The report deals with information relating to the financial or business affairs of the Committee and third parties and the public interest in maintaining the exemption currently outweighs the public interest in disclosing the information.
