Following consideration, it was resolved:

That the Committee:

(1)      Had reviewed the SOLACE report and approved the proposed changes to Grades 2 and 3 of the Council’s pay structure (Option 5 as shown in paragraph 3.9 of the report).

and

(2)      Supported the use of up £16,190 of the corporate contingency to fund the changes, with effect from 1 April 2020.

Following consideration, it was resolved:

(1)      That the Committee approved a financial contribution of £6,120 in 2019/20 towards the funding shortfall of Surrey Domestic Abuse Service.

Following consideration, it was resolved:

(1)      The Committee agreed to fund Surrey Life Long Learning for a period of one year to establish and operate a skills hub in Epsom as detailed in the report at a cost of £43,270.

The Minutes of the meeting of the Strategy and Resources Committee held on 26 November 2019 and Special Meeting held on 14 January 2020 were agreed as a true record and signed by the Chairman.

Following consideration, it was resolved:

That the Committee:

(1)      Recommended the 2020/21 service estimates for approval at the budget meeting of Full Council in February 2020;

(2)      Supported in principle the future savings options as set out in paragraph 5.3 of the report for inclusion in the Medium Term Financial Strategy.

Following consideration, it was resolved:

(1)      to note the anticipated spend at the end of the current year 2019-20;

(2)      to approve the carry over funds from 2019/20 to complete works from the 2019-20 programme as set out in paragraph 5.7 of the Report;

(3)      to approve the 2020/21 planned maintenance programme at an estimated cost of £455,000 as set out in Annex 2 to the report;

(4)      subject to the Council’s financial and contract requirements, to delegate authority to the Head of Property and Regeneration to make changes within the 2020/21 planned maintenance programme to cover unforeseen matters (such as tender price variances) of up to, but not exceeding £20,000.

Following consideration, it was resolved:

That the Committee:

(1)      approved the draft People Framework and associated procedure documents which have been reviewed by HR Panel, attached at Annex 1 through to 29 of the report;

(2)      Granted delegated authority to the Head of HR & OD to make the necessary changes and updates to the People Framework as and when required, to meet legislative and organisational requirements.

Following consideration, it was resolved:

The Committee:

1.    Approved the Pay Policy Statement for 2020/21 and recommended it to Council for approval.

and

2.    Granted delegated authority to the Head of HR & OD, to update the Pay Policy Statement to reflect the changes to Grades 2 & 3 as per the Amendment to Pay Structure – Senior Salaries report prior to presenting to Council for approval.

Following consideration, it was resolved:

That the Committee:

(1)      Submited the Capital Programme for 2020/21 as identified in section 4 of this report to the Council for approval.

Following consideration, it was resolved:

That the Committee:

(1)      Agreed that this Council enters into an agreement with Surrey County Council for the day to day management of the Market Place on the terms set out in the Market Place Agreement contained in Annex 1 to the report.

(2)      Delegated to the Chief Operating Officer and the Chief Legal Officer, in consultation with the Chairman of Strategy and Resources,  the conclusion of the negotiations with Surrey County Council and any associated final drafting changes.

(3)      Delegated to the Chief Operating Officer the power to implement and maintain the Market Place Agreement.

The Committee:

(1)            Noted the continuing service pressures

(2)            Agreed to adopt the action plan and delegate the monitoring of the plan to the Head of Housing and Community

The Committee agreed:

(1)            For the Head of Operational Services and the Parking Manager, in conjunction with the Chairman of Environment & Safe Communities Committee and Chief Finance Officer, to procure a service provider to identify site options to install electric vehicle charge points within Borough Council car parks.

(2)            That following the procurement process a contract is awarded to a supplier who can agree a programme of works to install the electric vehicle charge points within the locations identified. That delegated powers for this authority are given to the Head of Operational Services and the Parking Manager in conjunction with the Chairman of Environment & Safe Communities Committee and Chief Finance Officer.

(3)            That the Committee authorises the Chief Legal Officer to give such notice(s) and/or make such order as is considered necessary in order to give effect to the above recommendations.

The Committee:

(1)            Agreed to make one modification to the proposal submitted in October 2019 as follows:

That users of the Rainbow Leisure Centre who park in Hook Road car park for a stay of up to 3 hours receive a £1 discount on the standard parking fee, therefore being charged £2 for their stay rather than £3.

(2)            Confirmed the rest of the Order as outlined below by agreeing to:

a)              The fees and charges in Annex 1

b)              Hook Road being opened on a Sunday from 8:30am to 5:30pm

c)               The removal of maximum stay tariffs in all Borough Council car parks available from 1pm and 3pm

d)              The introduction of a pre-payable evening rate in the Ashley Centre car park, available from 6pm – 11:59pm.

e)              The introduction of standard day time charges in Bourne Hall car park between 7am and 9am Monday to Saturday

f)                The introduction of charging in Bourne Hall, Dorset House and Ewell High Street car parks on Sundays and Bank Holidays

g)              To the removal of the up to 30 minute tariff in the car parks at Dorset House and Ewell High Street.

h)              To the introduction of a weekly ticket in the car parks at Dorset House and Ewell high Street.

i)                 To the introduction of charging in West Hill car park from 6:30pm – 8:00am

j)                 To the introduction of charging in West Hill car park on Sundays and Bank Holidays

k)               To the introduction of charging for blue badge holders in West Hill car park in line with the rules in other Epsom town centre pay and display car parks.

l)                 To the introduction of an Ashley Centre parker card for those who work in Epsom town centre

(3)            Authorised the Head of Legal to give such notice(s) and/or make such order as is considered necessary in order to give effect to the above recommendations.

The Committee agreed to submit the Capital Programme for 2020/21 as identified in section 4 of the report to the Council for approval on 13 February 2020

The Committee:

(1)            Agreed the fees and charges for 2020/21 as set out at Annexes 1, 3 and 4;

(2)            Noted the parking fees and charges agreed by this Committee on 22 October 2019 as set out in Annex 2.

(3)            Noted the report on this agenda confirming the outcome of the car park fees and charges consultation and the proposed decision to amend the Rainbow Centre charge at Hook Road car park.

The Minutes of the meetings of the Environment & Safe Communities Committee held on 22 October 2019 and 20 January 2020 were agreed and signed by the Chairman as a true record.

The Committee:

(1)            Noted the contents of the Spatial Economic Development Strategy 2020 as a technical study that will form part of the evidence based for the emerging new Local Plan

(2)            Authorised the Head of Planning to amend the strategy in line with the suggestions made in the meeting.

The Committee noted the contents of the Draft Borough-wide Retail Needs Assessment and Town centres’ Health Checks as a technical study that will form part of the evidence base for the emerging new Local Plan, subject to minor amendments agreed at the meeting.

The Committee noted the forecasted result for Epsom & Ewell in the government’s forthcoming Housing Delivery Test 2019 and the implications for the local planning authority’s plan-making and decision making process.

The Committee:

(1)            Noted the publication of the National Design Guidance and associated 10 characteristics which are used when assessing and determining planning applications

(2)            Agreed the key areas of focus of proposed policies being prepared for Regulation 18 consultation for the draft Local Plan as set out in paragraph 3.7 of the report.

The Committee noted the contents of the Scoping Report on the Racecourse & Equestrian Sector as a technical study that will form part of the evidence base for the emerging new Local Plan.

The Committee:

(1)            Noted the content of the Biodiversity Background paper attached at Annex 1

(2)            Endorsed the approach as set out in section 8.0 of Annex 1 for the preparation of the Local Plan, subject to amendments agreed in the meeting.

The Committee considered and approved the draft Local Plan Programme January 2020.

The Committee noted the contents of the Annual Monitoring report.

The Minutes of the meeting of the Licensing and Planning Policy Committee held on 14 November 2019 were agreed and signed by the Chair as a true record.

The Minutes of the meeting of the Community and Wellbeing Committee held on 10 October 2019 were agreed as a true record and signed by the Chairman.

Following consideration, it was resolved:

That the Committee agreed:

(1)      That subject to securing all third party funding and entering into relevant agreement, to approve the Community Boxing Pilot, as set out in the report;

(2)      to delegate to the Head of Housing and Community in consultation with Chair and Vice-chair of the Community and Wellbeing Committee and the Council’s Chief Operating Officer any minor operational changes to the pilot.

Following consideration, it was resolved:

That the Committee:

(1)      submitted the Capital Programme for 2020/21 as identified in section 4 and 5 of the report to the Council for approval on 13 February 2020;

(2)      confirmed that it supported all of the schemes included in the provisional programme for 2021-23 as identified in section 6 of the report;

(3)      noted that:-

(a)  schemes subject to external funding from Disabled Facilities Grants would only proceed when funding had been received;

(b)  schemes for 2021-23 were provisional pending an annual review of funds available for capital investment.

(1)      recommended the 2020/21 service estimates for approval at the budget meeting of Full Council in February 2020.

That the Committee:

(1)       authorised the Chief Finance Officer to vary fees and charges for items generating income under £1,000 per annum and/or for one-off services or items;

and, subject to the approval of Council:

(2)      agreed the fees and charges for 2020/21 as set out at Annex 1.

Following consideration, it was resolved:

(1)      That the Committee approved the Health and Wellbeing Action Plan, set out in Annex 1 of the report.

That the Committee:

(1)          endorsed the adoption of 2035 as the year for when the Council should aim to be net carbon neutral;

(2)          approved the Climate Change Action Plan, at Annexe 1 to the report, as its plan for future work programmes;

and recommended to full Council:

(3)          the adoption of the climate change target of the year 2035 for the Council’s operations to be net carbon neutral;

(4)          the adoption of the Climate Change Action Plan set out in Annex 1 to the report;

(5)          that the Council delegates to the Chairman of the Environment and Safe Communities Committee, action to make representations to Government to provide local authorities with the powers and resources necessary to address climate change in their local area.
