The Minutes of the Meeting of 21 June 2022 were agreed as a true record, with the following to be added under item (c) “Any budget change would need to be submitted to the Strategy & Resources Committee”

This paper is submitted to the Licencing and Planning Policy Committee for a recommendation to adopt the revised Statement of Community Involvement, following the four-week public consultation that was undertaken, in line with our statutory requirements.

Following consideration, the Committee unanimously resolved to:

(1)      Adopt the revised Statement of Community Involvement (Appendix 1 to the report) subject to minor amendments with the updated version reviewed by Chair/Vice-Chair prior to publication.

(2)      Note the consultation statement (Appendix 2 to the report) and the changes made to the SCI as a result of comments received during the consultation period.

The Committee received a paper submitted to the Licencing and Planning Policy Committee for a recommendation to adopt the revised Statement of Community Involvement, following the four-week public consultation that was undertaken, in line with statutory requirements.

The following matters were considered by the Committee:

a)             Confidentiality of pre-applications: additional wording will be included under item 6.6 of the Statement of Community Involvement, to emphasise that pre-application submissions which are commercially sensitive will be dealt with as confidential.

b)            Notification of Planning Appeals: it was agreed that the following wording will be added as a separate item between items 6.23 and 6.24:

“An applicant can appeal against a planning decision if:

·         The application has been refused.

·         The decision includes a condition that the applicant is not satisfied with.

·         The application has not been determined within the statutory time period.

Once planning permission has been granted there is no statutory third party right of appeal to challenge the approval”

c)            Request for executive summary: it was noted that even a summary would be a rather long document, given the nature of the contents of the SCI.

d)            Independent examination: an Officer confirmed that the reference to an independent examination as set out in paragraph 5.2 of the report, was incorrect, and that the Statement would not, in fact, be subject to independent examination.

Following consideration, the Committee unanimously resolved to:
