Decision Planning permission is REFUSED for the following reason: (1) By reason of its scale, massing, layout and design, the development would result in the over-development of the site, leading to the house on Plot A appearing overly dominant in the outlook from No 55 Longdown Lane North, and the overall scheme cramped within the plot. The application therefore fails to comply with the requirements of Policy CS5 of the Local Development Framework Core Strategy (2007) and Policies DM9 and DM10 of the Development Management Policies (2015). The Committee noted a verbal representation from an objector. Letters of representation had been published on the Council’s website and were available to the public and members of the Committee in advance of the meeting. |

Decision Planning permission is PERMITTED subject to the following conditions: Conditions: (1) The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 (1) of the Planning and Compulsory Purchase Act 2004. Exclusion of Press and Public The Committee is asked to consider whether it wishes to pass a resolution to exclude the Press and Public from the meeting in accordance with Section 100A (4) of the Local Government Act 1972 on the grounds that the business involves the likely disclosure of exempt information as defined in paragraph 5 of Part 1 of Schedule 12A to the Act (as amended) and that pursuant to paragraph 10 of Part 2 of the said Schedule 12A the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
